Contributing Inter-disciplinary Studies on the Future Development of the Society
The Centre for Policy Analysis (CPA) is a research institute, having its headquarter at Patna, came
into being in 2007. It has been functioning as a think tank on the variety of issues such as planning,
decentralisation, developmental issues, internal security, foreign policy, strategic affairs, etc.
Besides, CPA also studies policy implications of various schemes and policies of Govt. of India as
well as that of various state governments. The CPA conceives its larger role as one of the
contributing institutes in interdisciplinary studies helpful to the future development of the
society.This institute works with the goal to promote highly focused research on various aspects of
social and economic development of the country. As per the defined goals of the institute, it gives
emphasis on the studies, which can provide feedback to the policy makers and planners on diverse
issues ranging from strategic affairs to the decentralised planning and all other issues essential to
bring about a cohesive social system and inclusive development.CPA-being a policy advocacy
organisation-works in close association with policy makers such as legislators, bureaucrats along
with other research organisations. It seeks to develop partnerships with all kinds of research
organisations whether it is governmental or independent. Earlier, it had an earlier research
partnership with NIRD, GoI, Hyderabad. In the past, CPA prepared district plans for more than
dozen of districts of Bihar and Jharkhand, as a designated Technical Support Institutions of
Department of Panchayati raj, GoI. As a designated TSI of the Department of Panchayatraj, this
institute also prepared the District Naxal Plan for numerous districts of Bihar and Jharkhand.
From the last several years, this institute changed its focus area of academic activities. For the last
seven years, it has been working on foreign policy and strategic issues. In association with The
Ministry of External Affairs, GoI, it convened a conference of Indian Strategic Thinkers in 2013 on
the theme of ‘Asian Security Environment and India’s Strategic Options’. Again in 2014, it
organised the second Annual Conference of Indian Strategic Thinkers on the topic of ‘India’s
Foreign Policy and Its Strategic Stance in Present Global Security Scenario’. This conference was
inaugurated by General V. K. Singh, by the then MoS, Ministry of External Affairs. In 2016, it
organised a third conference of Indian Strategic Thinkers in association with the Ministry of
Defense, GoI in Ranchi on the topic of ‘Enduring Strategic Challenges and India’s Strategic Stance
in Changing Scenario’.
Presently, CPA by virtue of its experience in various sectors is in a position to play an important role
in rendering its service in framing policy on a number of issues ranging from strategic and foreign
policy related to economic and social issues. Recently CPA has brought out ‘India Minority Report’
in continuation of its interest on various social and Economic issues.
About Executive Chairman
Sh. Durga Nand Jha-Executive Chairman of CPA-is executive head of the
institute. He is a professional economist with keen interest in strategic and
foreign policy related issues. He started his career as a journalist. He has
been Project Director of more than twenty research projects. Earlier, he was
member of a ‘committee on Vision-2020’ instituted by the erstwhile Planning
Commission, Government of India. In 2017, he was member of a committee
instituted by the Ministry of Panchayatiraj to review use of grants to the states
under ‘Fourteenth Finance Commission Recommendation’.
In the past, many
of his works got published. Recently, he authored a report on the status of
India’s religious minority ‘India Minority Report’. Time to time, he also
provides his input on a number of issues to the GoI. He is associated with this
institute right from its inception.
